    1. Really glad to see that Camille Pangburn has been honored by the Osage Nation government for her 7 consecutive terms in the Osage Tribal government. Don't really know the others so anyone else can speak for Jodie Revard and Rosemary Wood.

    2. That Wood is a BLAZING ONO and these Osages will take everything you've got if they ever get themselves into a position to get away with it. Truth to power is the name of the game here and even though the ones who run this Blog have risen to be the most hated Osages around since the UOSC was run by Galen and Angela, keep on keepin' on. I Commend You! One source in Pawhuska stated that RW said of Galen and Angela that they were nothing but a pack of troublemakers who didn't know what they were even talking about. I know for a fact that Angela got most of her information about what was going on in the Osage way back then direct from Camille Pangburn. The worm might turn but there are still some of us around who remember what went on back then.

It never stops astounding me how incredibly stupid some Osages can be in their thinking about the 1906 Allotment Act as amended. Without it, there would be no mineral rights reserved to the Osage Tribe in perpetuity, no Mineral Estate Trust from which the minerals income is taken and deposited into the Federal Trust account to be distributed to the Trust beneficiaries (the Headright owners) in quarterly payments, and nothing to even be talking about today as to Osage Tribal existence or sovereignty. As for the "group think," apparently this one, who is old enough to remember the wildly popular Hippie generation and its "Drug, Sex and Rock n'Roll wipeout, has forgotten too much and therefore, I say nuts to that! Think for yourself people. Look at how much trouble the "Osage Unity in Thought and Purpose" has gotten us in, in the last ten years and take a lesson from it. "Midwife Mistrust" indeed! It's Osage Nation decision makers I'm afraid of and I have every right to be afraid. Very afraid! Does this elder propaganda propagationist ever really read what she writes?

"We owe it to ourselves and to the tribal leaders we elected, to trust ourselves, and them, until and they prove themselves untrustworthy. “Trust but verify” seems the most prudent."
Yo! Sister. They HAVE proven themselves untrustworthy or have you conveniently chosen to let that pass you right by? Fly right over your head did it? TO REPEAT: THEY H A V E VERIFIED AND CONTINUE TO VERIFY THAT THEY ARE UNTRUSTWORTHY!
      Let me remind you:
-Osage, LLC.--$20,000,000 + or - and gone forever!
      -Tallgrass, LLC. muddle.
-Bluestem Ranch initial unity and now the horrendous cost and the heated tug of war with the Chief.
-Removal of Chief Red Eagle on a number of counts on ethics violations.
-$806,000 Pawhuska Village embezzlement and open records cases that went to trial and the perps got only their hands slapped.
-Tax lawsuit with the State of OK that robbed us of our Reservation in Federal Court.
-Guy allegedly kills his girlfriend and the Osage Nation Tribal Court lets him off on a technicality for having taken too long to prosecute him when it took years in the same Court to prosecute the Pawhuska Village Embezzlers.
Need I list more, because I can if you need your memory refreshed any further?

    3. Yep, like I said it does not matter how, what or where it matters that we learn from our past to present and I happen to know for a fact this is not hope and change for our People. Truth to power what the heck does that mean. Lol. We are in the 20th century and if you do not think that many of us who have spoken with our elders truth be known we were fully comprised of the Politics from with in. Do not insult our intelligence.

    4. Actually, Mr. Intelligence, we're in the 21st Century. Time to awaken Rip Van Winkle. Truth to power is what's needed all over the world especially when telling the truth lets those in government know that they're not getting away with it.

  2. The last Great White Father, cost the Headright owners 100's of million of US dollars and the ones before in the billions of lost revenue. Surely this needs to stop.Just can not get everyone on the same page, and it seems this will continue if we the Osage can not find common grounds of unity.Don't need 100%,which to date will not happen. But we do need a certain unity.

    1. The wealth of the Osage is massive.Osage wealth can not be determine by what is our bank accounts or lay hidden under the mattress but rather by our sovereignty to continue to exist as we always have, Osage experiences in the modern world,Osage knowledge on how money is required and maintained in the modern world.and the opportunities which modern education can provide for ones family, ones Clan, ones People and ones Tribe or Nation,We the Osage are stronger today than we have been in the last 100 years. Suing the US government is not the answer, for we know how that turned out, which the effects still are detrimental today and will continue until we are able to manage our Osage problems until solutions are found and are agreed a pond as a whole,is the future not only for ourselves but for the endless generation to come.

    2. There is no unity and there hasn't been since the program to include all Osages around the country was dropped after they went around the country to get the opinion of the Osages who live outside of Osage County and the State of Oklahoma on the Strategic Plan. They asked for too much money to continue the program and it was turned down. A lesser amount would have been well received but no one had either the will or the brains to reduce it to a lesser amount that would have been found by the back home Osages running the Osage Nation government to be acceptable. After that, the feeding frenzy on Tribal funding began in earnest with government bureaucratic growth beginning to take place like a Stage 4 cancer all over Osage Nation Tribal funds. The one we should be suing is the Osage Nation for not properly readying themselves to take over the running of the Osage Mineral Estate by handling the money they have been given from gaming and other sources like responsible adult human beings. They have made a colossal mess of everything in the last ten years including the Bluestem Ranch and the $41 million remediation necessary to place the land into Trust with the Federal government. They are still at it to this very day! You should spend some time reviewing what they've been spending money on as much and as fast as possible to keep it away from members just like you who don't live where they do and all because they pat themselves for dancing around under an arbor twelve days a year. What was the most delicious quote that came out of the "French Trip" when Chief Jim Gray took that Osage entourage with him that cost the Osage people a ton of money? It was one very astute Frenchman who had the temerity to say out loud, "You're just like ordinary Americans !?!" For that quote alone an argument could be made that it was well worth the $40,000 + it took for that spending assault on the funds of the Osage people.
The new Congressional regular session is now in full swing and that means even more spending when they don't even know what they actually have to spend in the first place.
Go down the list for every bill and resolution on this web page and ask yourself this all important question, "Does this piece of legislation in any way benefit me and the 80% of Osage Nation members just like me?" It should be shocking to you what you will find when you do.

    3. Great White Father in the previous 8 years? Well I suppose that could be said but these Presidents of the U.S. aren't our Father and if anyone thinks that these days, they need to grow up and get a clue. These people have never been on our side. They are a team put in place a century ago to manage the "Indian Problem" and they will even play foul with the Judicial Branch of the United States to cover up their misdeeds. I direct you to the shenanigans that went on during the Cobell Trial that Obama turned around on all us Indians to benefit themselves with with that land buy back program so they wouldn't any longer have to deal with fractionated shares of land. It all stinks to high heaven but what is far far worse is how the Osages have disgraced themselves in running the new Osage Nation government letting the baser selfish and greedy side of them run afoul of what they know they should have been doing all along. They are in no way ready to take over anything at all. Even their gaming, according to a number of legitimate sources, is being run into the ground by the GSB administration if you could call it that because he can't administer anything but chaos on the ground and there are many legitimate sources weighing in on that fact of Osage Nation life too as we write today.

    4. Yep time to restore integrity to our Tribe. Government never creates unity. It's all a guise to scam what money there is and the Osage will rise always in the end only to succumb to the reality that they were responsible for the Great loss of such funds to no means to an end. They will not admit the loss because they can not see the loss and if they do they have become complacent because its not their money perce`, If the money on the other hand was in their hand physically they (Congress) might think twice and do the diligence and maybe it would be pocketed and most likely the latter. Change will come. It will be the greater will of the people and I think what needs to happen in order for that to happen is the laws must be changed for the interest of the Osage ane not make it so easy for the Chief and the Congress go over piercing thru all legislature to be sure the diligence os done, verify. If this can't happen and I Alice is doing her best to construct some accountability but we need to go deeper. Unity starts at home amd if we cant get it thenwe vote those out and vote those in that will know a scam when they see one and not spend the Osage money like it was yesterday.
When Government starts closing programs before down sizing Government you know you have a problem of trust when that happens. But hey, we really hadn't a chance from the start to be honest. Time for a honest Indian to get into the position of Chief and be real with their people about their numbers. And do systemic Audit of each dept and their divisions and see how upside down they are you would be surprised. At the waste and loss.

    5. I mean $450,000 for broadband internet in Bowring? You gotta know now with this appropriation that they are looking for any excuse whatsoever to keep the money being spent in Tribal funds inside Osage County and not on the Osage membership where the money should be being spent and where it belongs. Disgraceful is a polite word for what is really going on up on the Hill and no excuse for it at all. As you can read at the URL below, they don't even have the grant yet and are still waiting for another grant for two other areas in Osage County. Allocate and appropriate funding AFTER you have the grant, not before !!!!!!!!!! This just ties up the money and keeps it away from the membership who really need it !!!!!!!!!!!!!!!

    8. Congress commerce mtg., Part 1. Congressman Supernaw was explaining how they reached their plan for the Board from the failure of ONES, LLC. They wanted the BS Ranch to be run by one entity, free of political interference (from Executive, Congress, and Tallgrass), freedom to do what they know, to run the Ranch like a business.

Congressman Supernaw: "...Osage Nation, outside of gaming, never ran a successful business... they don't want to run it like a business they want to run it like a program and has all kinds of political interference..."

Below is how I understood his explanation of the LLC downfall.

ON commerce mtg., Part 1 starting at about 12:30 ==

"...they realized early on, that the LLC had taken the wrong direction... once the ship has set sail it's hard to change direction much less stop it... you get in a situation where you have to start laying off people... relatives... makes it even harder... people would say "let's give it a little more time (like a year)... said he has seen it happen over and over in 11 years... they knew it was like waiting for spoiled milk to get better, you know it's not going to get better..."

So many questions, how many knew it was failing and no one stopped it until $18 million flew out in the wind. For this willingly oversight, how many relatives and friends does it take to run out $18 million?

Who's running the store? It's a free for all Cash Flow.

    9. Listen. There were few and I really mean one or two Osages that I know of who were even employed by that damned OLLC. Berbon Hamilton and Peter Bigheart. The minute Carol Leese was hired, alarm bells went off big time because he had perviously worked for the PBDC: http://www.potawatomibdc.com/
From what was known back then, there were investments in other companies that had nothing to do with putting Potawatomi members to work and all to do with this stupid "global initiative" concept. At least two members of the Osage Nation Congress were warned immediately after Leese was hired and all who followed Kent Radcliff's Discussion Blog because information about this man and his background was placed up on that site to warn Osage members and the members of the elected Osage Nation government. THEY BLEW RIGHT PAST THE WARNINGS! They then proceeded for years to continue to fund this loser and none of them have ever been brought to task for having done so when they knew or should have known if they had done the most remedial due diligence and by that I mean running a simple search term search through Google or any other search engine of their choice. They are absolutely at fault beyond any funding after Carol Leese was hired and that includes nearly every one of them. It doesn't happen like this unless a Tribal Congress or other government body in power lets it happen and they let it happen big time. The Osage Nation Congress has the first and foremost responsibility to protect the funds in the Osage Nation Treasury and at the time, they failed in a ghastly and miserably way to do so. If anyone needs to have their feet held to the fire, it's most of the members of the Osage Nation Congress at the time who voted to fund that Osage, LLC over and over again.

    11. Now the SEC is involved and there will be an accounting and jail time for some of those twinks and that's good but it would never have gotten to that point if the money hadn't been appropriated in the first place. Osages always appear to think they're smarter than everyone else and it's their biggest Achilles' Heel next to the fact that they usually never want to listen to the advice or council if it comes from a woman.

    12. Doofs at OLLC started lending money to people in increments of some kind with amounts bought as some sort of security. The owners of those securities then, from what has been coming out recently, pocketed the money and spent it on personal items, I guess, thinking the Osage people would never demand an accounting about this matter from their elected officials. In certain respects, it's somewhat like Watergate because the Osage Congress set things by up law so that they couldn't really look at anything but the yearly plan of operation submitted by the OLLC and that was what they approved during that period without, and correct me if I'm wrong, ever the option for a shallow accounting dive never mind a deep dive into the accounting of the OLLC and its owned businesses. The one who put that big plan in motion at the time with legislation was Eddy Red Eagle and the members of Congress passed it and the Chief signed it; never mind the duty of due diligence on the part of the Osage Nation government. Something in one of the yearly reviews of the Plan of Operation for the OLLC didn't make sense or looked out of line to Kugee Supernaw and he made inquiries about it which has lead to the damned things demise. I think it had to do with the lending money in securities in that portion of the OLLC investment portfolio if you could even call it that. Leese, at some point along the way, bought some company for a vast sum that was found out to be virtually worthless. His verbal comment about it was something akin to live and learn, if you can imagine. In the beginning one of the two members of the Osage Congress who was initially alerted about Leese and the Osage, LLC said verbatim, "We have to give them a chance." A chance to what? Run through $20,000,000 of the Osage people's money? Another substantial reason not to allow the Osage Nation to run, administer, manage or anything else in any capacity the Osage Mineral Estate. If they won't do their due diligence in any matter involving the OLLC, they won't do it for the OME either. Don't be fooled into letting them even try.

      Delete
    13. If the checks and balances fail because those elected don't do the job they are there to do, the government fails. The Osage Nation government is fully at fault for the failure of the Osage, LLC., from the Chief to the individual members of Congress who voted to give the OLLC continued funding after the initial seed money and capital contribution was made. Seems like it was around $5,000,000 for the first initial contribution. After that, there is no excuse since that Osage Congress had access to information that showed that Leese was doing the same thing he did with the investments at the PBDC.

  3. This is a long URL but well worth the time taken to look at it. Read the section of the chapter below and compare it with the before and follow it up with the after and what has actually taken place since the Osage Nation government took over. These OSA members at the time were right to be afraid of what these ONOs would do if they ever got their "dream" on its feet and it's been substantially worse than anyone could ever possibly have imagined. Begin on page 108 and start reading under the heading "Debating Change"

    https://books.google.com/books?id=yzVCWqFTjKAC&pg=PA109&lpg=PA109&dq=colonial+entanglements+and+Jim+Gray+and+the+OSA&source=bl&ots=uzRnOUSzi6&sig=vgze-WzCwiUXAXpEgYKBTC3fgNo&hl=en&sa=X&ved=0ahUKEwi1iLLgqIbTAhUFkpQKHR71DFUQ6AEIGjAA#v=onepage&q=colonial%20entanglements%20and%20Jim%20Gray%20and%20the%20OSA&f=false

What is of utmost importance here is that lack of acceptance of the responsibility for the failures that have taken place in the last ten years by the Osage Nation. Not one apology or even an admission to the Osage people that the ones in power have failed in even their modest charge to take proper care of the money in the Osage Nation Treasury and most especially, no apology for the loss of the Osage Reservation when it was unnecessary for that to have happened at all. Where and why we need to take a stand is for the same reason that took place in Iran when the Revolution happened and Chevron along with other oil companies were tossed out on their ear. Within a few years the oil and gas facilities were reported to be standing and rotting in the desert. Why? Because, the Iranians had no idea of how to run the oil and gas business established by outsiders in their country. This is a cautionary tale for the Osage people and the headright annuitants. The Osage Nation has a bad business track record and needs to be allowed to come nowhere near the running of the Osage Mineral Estate.

    3. I told everyone on the former Osage blog this would happen. The Feds, Wall Street, and the good ol' boys at the Harvard Project had it all planned out for decades. The casinos are the modern-day equivalent of disease invested blankets. Washington believes that Indians are too damned dumb to self-govern themselves. As far as the Osages are concerned, Washington is correct.

Washington cares nothing for Indian Country and all they had to do was find a traitor named Judas Gray to sell his own people for thirty pieces of silver. To this day, we have yet to find a person with the ethical convictions and the heartfelt desire to do anything of significance for the Osage people.

Gray and company wanted to play politics with the big boys in Washington and Washington played him for a fool. Indian Country is a bane on Washington just as the Osage people are a ban on the Osage Nation. All that matters in the eyes of the aggressive the Osage politician is money and status. Gray and company sold out the Osage people to convince them to overthrow the "greedy" shareholders and create a nightmare of a bureaucratic de facto entity we call the Osage Nation.

Now we have Standingbear who has proven beyond question his lack of morality and ethics to be Chief. For him, being Chief means money laundering, magic tricks with casino employee’s paychecks, and doing what he can to enrich his business cronies. Will the Osages ever find a reasonably minded Chief or even an ethical congress that uses their authority to help the people instead of diverting fund to enrich themselves and their bureaucracy?

    9. A complete reorganization of auditing is needed. I think in one of those sessions, the auditor in Casinos said some dept. did their own auditing. No matter how small a dept. is, should not be any self-auditing, all auditing needs paper recording and become a public record. As long as no one is legally prosecuted (and don't have to give any money back), someone is always going to cheat, lie, and steal.

The auditor from the Cherokee Nation stated some depts. may need to be audited more than once a year just to keep things on track more accurately.

  4. To the poster on April 2, 2017 at 11:27 AM - As regards your question about Tallgrass Technology Services (TTS), which is actually Osage Innovative Services (OIS) doing business as TTS according to filings with the federal government, the capabilities statements posted on the website are for other companies it is partnering with. TTS/OIS has never performed contracts in these areas with its own employees, and has no corporate experience or employees to perform such work if it managed to win any contracts.

The business model of Tallgrass is to use the 8(a) and/or HUBZone status to help ineligible companies win the contracts and have these companies perform the work. That business model comes back to haunt those who employ it, as they are required to perform at least 50% of the work on services contracts (such as for Information Technology) with their own employees. The government can be awarded treble damages if a company fails to meet the requirements, and the damages are every dollar paid out and not just the "profits".

    ReplyDelete
  5. To the poster on April 3, 2017 at 11:21 AM - The type of federal contracts available for IT and construction do not lend themselves to hiring Osages. The Native American and Alaskan Native Corporation companies who do succeed in winning large amounts of federal contracts bring very little income to tribal members or profits to the tribe. While the stated goal of starting Osage LLC was to employee Osages, the business model was wrong from the start for this purpose - and it remains wrong with Tallgrass Economic Development LLC to this day.

  6. To the poster on April 3, 2017 at 12:08 PM - The shareholders of Newmarket Technology Fund / Teradact actually used the proceeds of investor funds to buy out their stake as the original investors. Also, it was the Enterprise Board members who are to blame and who've never been held accountable. Neither Leese nor Petre had any unilateral signature authority, even if one of their signatures appears on a document. Every action required unanimous consent of the members of the Enterprise Board, as the Operating Agreement prohibits any single person from having the power to bind the company(ies).

    1. Like I say, the Congress, the Chiefs and the OLLC Board were totally responsible and yet they are being sheltered from prosecution because a number of those Board members are Osages and they don't want them to have to pay for their actions or inactions. I'm not sure if it was incompetence or negligence or a bit of both but they are fully responsible up to the eyeballs and right over their heads. As long as Osages never see negative consequences like punitive action taken against them, they will continue to act like gaming funds are of no more importance than Monopoly "play money."

    5. Apparently there were contracts if I have it correctly that were signed by Carol Leese that were unauthorized plus had only his signature which is unauthorized so in a nut shell who is responsible, first I hold whomever recommended him responsible and then I hold them, Board members, responsible for not doing the diligence by a simple search on this character then to continue to throw money after money after being warned about this characte,r they still continued the insanity and it still continues to happen now with the Bluestem Ranch now into 115,000,000. And here you have it in a nut shell corruption corruption I got your number, corruption corruption you got nothin. Nada, zilch accountability, from legislation, to the appropriation commitee, Congress, The Chief.. Like I said a fact based non-profit is in the future to hold each and everyone to open binding not to open interpretation of the Osage Constitution. And to start making commen sense laws that will meet that responsibility, because each and everyone of you are friends, neighbors, brother and sisters, and so- forth, just because everybody know each other does not mean accountability goes out the door, and to add down sizing divisions is better than laying off employees, it starts at the top of the food chain, the upper echelon, not with the little guys come on now. Man, this Government is something else if they think there are not other Osages are not watching but they are listening as well. Give me a chance to open our books I will give you real numbers and thats a Chief who knows what they are doing, keeping it real, because we know the real hope in change is in the next Chief we elect. 2. The only dive you're going to get from the ON is when they tell you to take a dive yourself. They don't like our suggestions, our opinions or the resulting contempt and anger that is truly justified under the circumstances from the way they choose to do things they really shouldn't do. A lot of these elected officials are pretty smart people on a one-on-one basis but they sure get mighty stupid when they come up against the "Osage group think." If you call some of your representatives in Congress, they ask you why you are even calling as if they don't know what they're there for in the first place. Any evidence to the contrary, if you have some, they want to do what they want to do and even trying to convince them to do what proves to be right in the end, much of the time, is a wasted effort.

  8. Osage Congress was not able to hold session today because they didn’t have a quorum. Only 7 showed up. Word is that 5 members went to the ribbon cutting for the Fairfax Senior Citizens Building. There of them weren’t even in Congress when the building was authorized. On the agenda representing the Congress was Congressman Shaw who wasn’t appointed by the Congress nor was he a member of the Congress that authorized the building. Politicians are the same everywhere.

All they do is spend money on a tiny minority of Osage Nation members anyway so we should shake it off this time.

    6. Session 10, Part II
Congresswoman Whitehorn clarified any misunderstandings about the amendment to the ONCA 17-35 Bill. She said the original bill (was a different number then) in 2014 was mainly dealing with water rights, we had some land back then but nothing compared to the 43,000 BS Ranch today.

The Environment and Natural Resource Dept. back then had a broad management authority (but things were so different back then she states). But now that things have changed the Bill needs to be amended to meet todays changes (BS Ranch).

This amendment to the bill she quotes:
"...focuses down the duties and responsibilities and authorities of our Environment and Natural Resource Dept., to focus more on the regulatory actions THEY will take... to NOT have an open wide management authority."

She said that this amendment in "no way" changed any language in the "original legislation that was passed" (concerning the ME).

Any change to the Osage Nation Constitution and I mean any word, phrase, paragraph, section or article can be changed only by a vote of the Osage People per Article XX, Amendment of the Constitution! This irresponsible woman, put forward as some sort of authority on this subject, should educate herself on the terms, conditions and provisions of the Osage Nation Constitution before she again sets about writing another article of disinformation in the Osage News, undoubtedly on behalf of the Chief who most desperately, it seems, wants in the worst way to bust the Osage Mineral Trust! We can only be left to take it that the Osage News; the editor and the Osage News Board approves of such a campaign to take apart the protections for the Headright owners in the Osage Nation Constitution. This is supposed to be a non-biased paper that publishes news and not slanted opinions that will cause financial harm the Osage Headright owners or their Mineral Council representatives and the Mineral Council itself should the Osage Nation take over and do it's usual incompetent number on the Mineral Estate. On behalf of the Shareholders, why isn't the Osage News printing articles on what the Minerals Council can do and what they can't in fairness to the opposite side of the story if nothing else? From what I'm hearing, the word is out; once that little baggage has it in for you, there goes your side of the story and with it any truth that might be found there. Every single word in the Osage Constitution has equal protection against change of any kind until the Osage people change it so let's dispense with the word games here Osage News. Underhanded arguments using the definition of words in the effort to mislead those who read Wood's article may fool some but not all of your readership. This is one woman who seems to see no fear of Osage Nation incompetence and someone like really that must needs to be taken with a grain of salt. More importantly, she appears to have no sensitivity to the opprobrium that has taken place over the mismanagement of one situation after another, especially with Osage Nation money that has occurred continuously since it took the place of the Osage Tribal government back in 2006. Perhaps, all along, she's been one of the "big thinkers" and prime movers behind many of the big ideas over the last ten years that have failed so miserably?

I know that change needs to come in the worse way and is long over due the stagnation that has plague our M.E. since begore 2014. I fibd this extremely interesting. Is our voice finally being heard? A director Hmm, we need more than just a director, peculiar I say when we have 8 council members who could not get the job done and if they are going to act like board members before we make any changes lets come up with by laws and so forth. I hope this meeting is thorough. If change is coming then start from scratch and take a look at their true value to the M.E. I happen to know quite of few Osages who are not happy with our Council that would like to see them all replaced. Lets be sure the time that they have already spent on the M.C thus far be grandfathered. We have lost a lot of money in the last 4 years and I cannot say how regrettable that is. Politics should never play a role no matter how differently you may feel on a subject the outcome must always be positive to reflect our Reputation and at this point, I say what Reputation and the M.E has been harmed by the BIA once again what are we doing about this endless round table we have been on? We find ourselves in court after court to be fully but not really compensated because we are always at square one? For example the BIA when the HPP was final said they were going to hire what 7 to 9 engineers to help improve and expidite what reaaly needed so desperately to happen and help at the administrative level as well, instead we got stonewalled, once again promises and its as if no one has answers to these very important questions that we have been asking our mineral council has fallen on death ears. Not pleased at all, and this is so obvious the BIA could not be so apparently incompetent and we have been screaming since 2014 to do something about it. We lost out on a lot of money and that should have not happened and is no accident. SMH.

    3. How does a mature dying mineral estate support a whole new Osage Nation bureaucracy? Answer: it doesn't without the Shareholders losing income or the Osage Nation swooping in with money and control. Don't be fooled. Directors direct things and the last thing we shareholders need is the stupid incompetent Nation dictating, directing, telling or anything else, our Minerals Council to do a single damn thing.

    10. He is replacing the other guy who passed away rip Mr.Hewlett. Just with a few more responsibilities and hoping compliance will be dealt with as a matter of fact, today not tomorrow. Customer service is so vital to our Culture and who we are as a people because Indian Country does view us and so does the petroleum industry. The criteria is to meet the obligations to ensure the future of our M.E stay compliant and can pick up where the BIA fails or falls short. Kind of like a old fashioned Weber bbq, if you walk away your food is sure to burn, well we will always have a fire but we can stop the burn. Communication is so elemental to a buisness as such. We need to praise those who have been working so hard in our favor and we don't get a chance to do that often because often enough we do not understand the politics our M.C faces. We can do better and there is like no day today to make that beome a reality for us Shareholder's. Change is hard and doesn't come easy to the Osage, but if we all speak together we can accomplish a lot. We may not agree, but in the end the M.E comes first. I had the distinct honor to speak to Cynthia Boone today and had asked many questions as I did Galen Crum. Both of our council members were spot on. In other words, very professional and knowledgeable. It was sobering to here the facts as they are I must admit I did ask more questions that was above the question at task. You can be sure though there is more room for improvement, I am sure of one thing both these council members do have our best interest at hand.

    11. I tend to agree. Galen is a bit too trusting though and doesn't seem to see through the real agenda that would cast him out in the darkness along with about 18,000 other Osages if the OC Osages could get away with it. What they don't know about the protections for those with headrights who aren't Osage that are being discussed in far away places will soon come as a huge surprise to them all.

    12. Mr.Crum did it with a candle stick in the M.C room, lol. Listen guys all of you need to understand one thing here as I posted above, he is for the M.E just his views about what we need to do and how we get there is for the benefit of the M.E. In my opinion as well Robin Philips is only doing what she is governed by. If she cannot answer to it is because we are always in litigation with the BIA and she is limited to. He is for us to get the best deal we can get by earning a respectable return on our oil the nymex price of which we found out that the producers said they were not getting but were all along, but was shared with the Shareholder's did all of our M.C. were they aware of this, no. Then we have the flaring of our natural gas and untold value being lost to the wind. How could you as a shareholder not wnat to capture what could be in your pocket tomorrow, is here today and future is before us and we must ensure in the future that we are doing all that we can for our future The M.E. Bottom line we need to get away from being in litigation and start rock-n our M.E. there are alot of good things that are on the horizon and we must foster all that is to enhance our capacity. We hire more engineers to get the job done. And if we cannot find them because of our location in a rual setting then we train whic is jot a bad Idea. Hire Osage form which I understand our new Director is Osage. Thank you M.C. We need to here about M.E and the truth not just the feel good stories that our Biased Newspaper only knows how to print. That needs to change A.S.A.P.

    13. What is this? A Robin Phillips sob story? That won't fly with me. She has missed more MC meetings than I have fingers and toes. She has one job description and that is to manage the OME. That means a proper and professional interface with those on the ground who are the Minerals Council who have only two meetings a month that she can't seem to show up for month after month. I submit that the only reason she attended the last one was because even the Osage Nation Congress got involved to give her a vote of no confidence! She has been behind that new set of CFRs and that damn EIS to make it easier on the BIA to conform with BLM rules, not for the improvement of the OME overall, that has virtually killed the business in the OME because it has made working in the Osage for 60% of those small producers who were doing business there impossible due to all the new expensive and time consuming regulations and delays as a result. She has indicated a vindictiveness that is characteristic of the BIA toward Native American communities since the day it was created decades ago. For God sake, the former head of the DOI, the Secretary herself redefined the meaning of the duty due in a fiduciary obligation that is totally contrary to 100 years of Trust and Estate law! You work for someone when you are obligated by a fiduciary obligation -- not with them! I mean really! You keep up the line about NYMEX which is a futures index which that nasty old codger Abbott wants that 60% of these producers have never ever realized if any at all. That horrible little man has destroyed the OME over his revolting greed and listening to the line of that Galen Crum who is widely reported to be run by him on the Council along with GSB is only doing yourself harm. This guy has numerous headrights and was making $10K on each one of them when he started in with all his foolish demands when he has probably never once been out in our oilfields getting his hands dirty on the development and operation of an oil and gas lease to return to all of us a single dollar of royalty income but he can sure scream bloody murder from his overstuffed armchair day in and day out bashing the producers who do make the money that comes in our checks every quarter that is down 64% from the day he started his destructive rant. He was an abomination and an anathema during the Mike Black meeting and I can still see the contemptuous curl of his lip and the ugly sound of his gravelly voice as he spat out his vile comments to those men there who were bringing oil out of the ground and paying all of us a royalty. Waiting nine months for a lease to be approved by the Osage Agency is insane and utter nonsense because it is all they are there to do. One Tribe only is their responsibility and that's the Osage Tribe and no other. Buy this Abbott line who is fully behind Robin Phillips if you will but I wasn't born yesterday and I won't hear of it. I'm not that stupid and I'm not that misinformed. That spoiled so-and-so has brought the OME to it's knees and then he and those who support him have the nerve to blame 5 of the Minerals Council members who have never agreed with his ideas and say that they have destroyed the Mineral Estate because of whatever new reason they can think of on a weekly basis? It's insufferable, I tell you. Insufferable! Mark my written words, the first person who will lose their income when and if a new Trust is formed will be Galen Crum since he does not live in Osage County. I have personally spoken with another Osage shareholder who has been told to her face that she will be out when the new changes come into effect when the Osage Nation runs the ME because she lives in the next Oklahoma county over and not in the Osage. Just guess who made this nasty remark to her. She's yet another Osage elder who is dependent on what she receives from the Osage Mineral Estate.

From historical standpoint as the Osage Blog has been around for nearly four years come mid-June of 2107, a number of the small oil producers in Osage County used to make comments here but they haven't in some time because they are no longer around because the way the BIA has been doing business since early 2015 and the death blow was that new EIS and EAs that were required in the interim. If those new CFRs hadn't been on the table back then, the BIA probably wouldn't have run with the new EIS process for change there either. Even ole' Galen was taken by surprise in 2015 by what reared its ugly head and was ushered in after the first floodgates were opened on all this oil and gas business killing change over the last two years. We shareholders have been harmed by all these goings on and we need to seek a rectification of the losses we have suffered in the last two to three years.

    17. April 27, 2017 at 12:47 PM, I have to disagree. I've been coming here for several years now and that's a pretty accurate assessment of the situation. The only thing nuts about it is the way this new Osage government has rolled out and that includes those three members of the Mineral Council who went for the Federal Government's take on how to repair the problems out in the field without regard to the oil and gas producers who actually do the work.

This case has only had a couple of set backs if you can call it that but always moving forward, and hoping Amanda Proctor and other Associates will be able to get an accounting with-in 6 months of time and add more years to the case as well. If GCG was able to do an accounting for $500,000 AI give or take for the class action suit Cobell why is it taking so long for the Feds to do an audit of our accounting when supposedly GCG did one for our tribe?

    2. I thought it's the Osage Nation who has to be ordered to share the information they have been given and sitting on top of since the HPP lawsuit was settled. This is all such nonsense costing thousands and thousands of dollars and the only ones are the attorney's on the other side of this issue who are getting a dime out of it. The last time it was sent down, it was because Proctor and her team if you can call it that, wanted money out of the suit with fees allocated and costs and such and the Court said wait a minute, you're on this case on contingency. Now it seems to me if there is no money awarded, nobody gets paid and that includes the clients and the attorneys representing them. If you want fees and costs from the client, you better get that in writing and up front or it seems to me, it's Sayonara!

    1. Put in simple terms, Nothing is an accident in life and we are the drivers of our future but when there is no transparency and or accountability then there is chaos. Each and everyone of us it is incumbent of us to educate ourselves in regards to how Politics through the years has ruefully plagued our M.E. Evidence by just how many times we have been in court to hold our Government responsible to their trust responsibilities has proven to be a detriment to our future and reputation in my opinion, has been stained. So when I say educate yourself not just the Politics from with in our Tribe also educate yourself in the Oil Industry. Very exciting the technology driven industry it is and how successful you are is based on a lot factors. There is no doubt that there has been huge delays in the permitting process and remember there is always a cause and effect. Opec played a huge role why so many producers could not sustain their profit margin. No assets or just no more assets to be used. And because we maintained a business atmosphere with smaller producer's this was bound to happen and you factor in since the HPP settlement you could see the downward spiral once the creation of the New CFR's. We were promised more than a handfullof trained engineer's. Then you factor in Salley Jewell and the Green agenda supported by the Obama administration. This did not expidite the badly needed help at the administrative level that is very broken because of the lack of Federal funding. Cause and effect floks. What I keep asking myself we are perpetually in this endless roundtable in Courts with the Federal Government so we have to ask why? Is our M.E so out of reach that we cannot turn the tide and stop the obstructive behavior that has plagued our M.E. No accident. By far the incompetence is wide spread. Where is the transparency and accountability? How is the Producers or some on our M.E said they were not getting the Nymex price yet they were? And I understand that the producers were also saying that it would be to expensive for them to cap and trap the natural gas valves? But why should we suffer the result of the EPA's actions of which we should have ordered a cost effective analysis to suport such an order. Had we had a Petroleum office staffed appropriately we would be in the know right? After fours year or there of we have a director but who says there is going to be more transparency? So, in the end we are the driver of our future a delay today affects our immediate future but the future future of our M.E. Is there any Osage Shareholder that would not like the M.E to caputure the wasted Natural Gas and not see their Checks to show the cause and effect if we do so? Think so. In the end it is incumbent of our representatives and that would be the BIA and our M.C to ensure our officials are representing the M.E. in the best possible way, is it happening, no. Inspite of the negatives and or rhetoric we can still find a solution and one of which the Shareholder's are beginning to realize the stagnation amd under growth. And what do we do, wait and see by the seat of our pants or do we get out and be pro-active and it seems we should be committed to create the environment that is log and well over due and it is by way of finding solutions to support that type of environment. We have a right to fight for what is right and I'll be dammed if we don't see success on the Horizon. As I have said many times there are always going to be something wrong because nothing is perfect but it does not say for the sake of the M.E and it's future that we cannot be in the driver seat. What are the goals? And to we get there and sustain those goals its as if the BIA has our hands tied and that is what everyone would have you think and we could be doing better.

      Delete
    2. It just seems that the solution every time to kick the bucket down with firing one after another superintendent when the failure is at and also at the feet of the M.C. Nothing is changing and we need to have a dialog with the interior as well at a shaeholder level, I am out of more than a hundred thousand and more and cannot understand because of the delays at bureaucracy level that nothing is being done about it, right? One endless roundtable. Look at our sales at the last expo says it all.

      Delete
    3. Hey! What you are blaming the MC for is the FEDS fault at the BIA level. Stop blaming the only people who are working toward keeping money in your pocket and not in the Osage Nation Treasury to be given to all of the employees and all of the Osages who live in Osage County. Who are you listening to? The Chief?

      Delete
    4. Why doesn't the Minerals council take over responsibility for the estate and just get rid of the BIA? The time is right for it. Ditch the BIA, take advantage of the mess they created and start a Tribal oil company, sweep in and start taking over the leases.
The only real obstacle is learned helplessness and the best cure for that is being thrown into the deep end.
Then they can have actual jobs instead of crying around about how they can't steal any casino money since the new crapistution took away their theocracy.

    6. 3:18 poster, would be nice and thats exactly what needs to happen and it can be done. We just take on the responsibility without our trust taken out of trust. And truly thats the way it should have been done who gave all the authority to the BIA they were to be a liason to the Federal Government on our behalf does it look like thats what they are doing for us? Money is not a problem to all you nay-sayers we get the administration fees thru the Government, and gaming yes, gaming. Think about it gaming would not exist without us. At least from Pawhuska. And I have another great idea but thats to be spoken with the council on this private matter the will also spur much growth. Big ideas. I may be a dreamer but I also am a doer, ran many multi-million dollar businesses with excellent customer service in the hospitality business. This is a multi-billion dollar estate needs to be ran as one. And its not, I see a lot of ineffective bad behaviors and we need to operate as such. This is called making our dollar work for us and we do not wait for things to happen. 207 what do you know tell me so we can work this out if you have better ideas always open for suggestions, just what I thought most of us would like to a better check how about you? Yex we have lack of accountability, no communication coming from the M.C. we know the last expo was a failure who do you blame the sign of the times is here with mush opportunity and we are still if not worse for the wear. Who's fault? Because the ones to take care of our estate are who? Why do we have council members? Please explain where the ball has been dropped? Well if you really want to go deep who sold us out to our poorly ran Government with no end to spending our money not there's right? Reality is a matter of perspective and we all need to get on that train.

    7. There is no way to take any trust managed by the BIA and manage it ourselves because there is no such thing as a Federal Indian Trust that isn't managed by the Bureau of Indian Affairs. What? Are you delusional? No Trust responsibility can be fully transferred to a beneficiary in any trust on this side of the planet. When you are a Trustee you have trust responsibility. The beneficiary can't have that trust responsibility and be the Trustee all at the same time. Are you for real?

      Delete
    8. I see what you are saying but no I am not delusional, how different is it than what we are doing already and what we should be foing? The trust does not exchange the hands. Check and verify and thats what the BIA does anyway for the Trust, that goes without saying of course. Our home is just thst and a better foundation needs to occur. More hands on with the permitting process will expedite any delays at the Administrative level. Its called working together for a better future to ensure that future delays fo not happen again. Nothing stays the same or if it does we will be perpetually in the Courts and it is costing the Osages hugely, you know it and I know it to be truth. Tor one thing I do not want to see out base the Headright owners come unglued because of the lack of transparency and accountability in the endless round table with the court and the M.C...
There is so much that can be done. Its called once again making dollars work for us. We go to Washington and we make the changes and let them know under the Indian Reorganization Act assumeing it will be amended soon if I have it correctly gives us the opportunity. We are here in the 21st Century. Tourism is here and we should have an office that displays who we are and how we got here in so many words to the imagination and diect our visitors to our museum. We work our infrastructure and it willl serve all but most of all we are always in the lime light and thats marketing. We need it.

      Delete
    9. One of our biggest failures is communication. And what we need is forward thinking, because all we have is this insane road to no where. It doesn't take a rocket scientist to understand. Just a trained eye in the Hospitality Business will.

    10. Don't think the Osages fall under the Indian Reorganization Act because we are on a different track as a result of the 1906 Allotment Act as amended. This also offers us protections that the other Tribal Nations don't have in place. Change always brings unintended consequences and therefore collateral damage. You guys back home want the OME away from everyone but yourselves and if you go there you will lose because the whole of the Nation won't be in a position to pick and choose between citizens of the Osage Nation to favor one or the other, be it one individual person or a group of Osages. This is what the ONOs want and have wanted for better than 50 years. Now they are within striking range and I would beware if I were you when they start talking about the Osage Nation taking over the running of the Mineral Estate. They cooked up the whole Osage Constitution to get a whole new group of voters in there who have no headrights to vote the thing into being. Those non-headrights owners were being used then and soon will be used again in order to structure another takeover and this one is a takeover of the Osage Mineral Estate.

Second, We understand the meaning of said Document the 1906 act is in perpetuity as amended and can be ammendex again but is not nessasary. All we are doing is expanding and not changing the Document. Its that simple..we are looking at the over all conduct and performance and is so sub-standard and costing the M.E. This trust was created to protect the interest of those who were on the roll so no one could take that right away. Including the ON. We will always here and have rhetoric buttwe can manage it better by staying in the know when we could hear about whatever concerns the esgate we can fix with the help of the BIA they should be working with us not the other way around tell me where it says we cannot orchestrate better performance of our M.C. in the 1906 Act? You can't.

      Delete
    12. Oh and by the way, if you didn't know, the Osage Nation now runs its elections in-house with no independent verification of the voting results at all. Not much in the way of penalties for any other law in their voluminous Code book until you get to the election laws which is so chock full of fines and regulations associated with any violations, it's contemptible. Like having to go through a gauntlet when all those elected structure the laws to favor themselves and that means little punishment for violations of the laws involving themselves once they get into elected office.

And it does not mean we are not entitled to funding as well. It takes since 2006 a little studying to understand our dynamics since we became a Government for the people of the people and by the people and I am very sure our Headright owners would agree its time to stop worrying about yesterday and start with one foot in the right direction no matter how small, all the difference we can do this with in the boundaries and scope of what the 1906 Act says. Politics has played a very bad role as it is from the EPA to the BLM creating regs after regs to stop oil development all together and Opec did not help to the BIA is hugly culpable and where does this leave us, especially all the failed promises by the HPP as well. Down Hill. So far I think what I am preaching is long over due and once again we are in a different era well accountability is the rule.

It's ironic to me that there's a divide between shareholders, there's the OSA (3) and those who are not in the same circle. Anything affecting the oil and gas like OPEC, natural disasters, price drops, BIA rules, EPA rules, it affects each one of us the same.

As long as shareholders contribute to this blog and other social medias there will be change -- recently there's been verbal acknowledgement on "accountability" in meetings, even had the Cherokee accountant come for a visit, very informant. The MC took action toward advancing the ME as a business (grant). We didn't get the personnel we needed (engineers, etc.) so we just have to work with what we have.

A compliance dept, A legal department, a marketing dept and as I have said before we are in different times and our future is here and the endless round table we find ourselves in litigation after litigation is no accident and everything has cause and effect. More to the reason why I am writing about this article is it fails to address. We all know the BIA is incompetent beyond words, btw, this article fails to address the Osage Constituency was sold a good of sales, sold to us by our Government. Come on Chief you are a lawyer what is your excuse not covering all the bases? Anyone who has some business sense understands that ggyou gdt a separate E.A and a economic impact statement showing hos se will benefit frkm such a purchase. It is kn my opinion it is time tk remove oor Chidf for failing to do the necessary diligence required of you and I call for a deep internal audit as well. 2018 ellection is right around the corner and to be truthful this does not sit well. Can we get a Chief that understands this is a Government for the people not of the people. But at this point we need common sense laws that we can fire you, and we can charge you, with heavy fines because $ 115,000,000, do you know how many Osages who could have benefited from a single Per-Cap. What the Osage needs is real numbers not lies a spreadsheet of what we our spending yearly and what we are making yearly and all the above.

The M.C in this article was asked to participate, I would not touch this with a ten foot pole. We know how incompetent the B.I.A is,and this is just icing on the cake, right up there with the Osage llc. We need to get our act together because like I said we need a functional office that in knowledgeable about what is happening on a 24 hr basis with our M.E. There is no excuse that we cannot get funding and start marketing our Estate and do what we can today no longer should be put off another day. This Osage is right and you know it.

    1. Woods opinion is always skewed toward the Nation running the Mineral Estate. Insane. Insane. Insane. Until I see the full report, I am withholding judgement. The facts are such that the Osage Nation did another head-down run right into the wall when they didn't get the BIA report on the Bluestem Ranch first and then purchase later at a much lower price. This is exactly why we don't want them running minerals business period because it's always an emotional knee jerk reaction with them and no one with a headright check wants a collection of people like that running minerals business. No matter how bad the BIA is, the Nation will probably, on the basis of past performance, prove to be 100-1,000 times worse until the whole thing is run right into the ground and there's nothing left. To me, the Nation running things is just like a nuclear option that can't ever happen without total widespread destruction to the whole of the OME.

  52. Osage Nation to request U.S. Senate to put Bluestem Ranch into restricted status located @ osagenews.org/en/

40,000,000. or even 20,000,000. weather the BIA erred in its calculation still does not change the fact this purchase of the Ranch was about Grandstanding without the diligence by you Chief or Congress or any other committee. Bottom line our money is to be used for economical gains by the laws governed before us. And by this latest report does not take away the facts about this purchase. What is not explained to the people who knew about this before the purchase? Your credibility is stained. More money thrown after more money and the price tag keeps on climbing ❕ Did Ted Turner know about this before we bought this land?

    1. One more thing. You are right Chief the BIA has been stonewalling the Nation and the M.E what is going to be done about that and the damage the BIA has caused the Shareholders. O

    2. The Osage constituents want to see what was in the deal in the first place, almost feel we were sold a bill of goods by our Government.

      Delete
    3. Ted Turner had no reason to even consider the costs of remediating the property for a land into trust deal with the federal government, as he wasn't eligible. This is a factor the Chief and Congress should have considered before tendering an offer. All involved in this purchase are guilty of gross negligence, and were they officers in a business they could be sued for damages.

    4. It was a classic case of you snooze -- you lose. Except in this case we lost anyway. If land-into-trust was the ultimate goal, there are people in the Osage Nation collecting paychecks who should have known that a bidding process was counter productive and the cart before the horse.

    5. If I have a piece of cake and I made it and you ate it should have I have told you there were nuts in it, knwoing you were allergic. There you you go I am sure someone knew about the remedial concerns in regards to the property. Come on I have many of businesses. But I do agree that great gross negligence has occurred here to where are the ethical charges against our Chief? We will never see a economical gain in our life time and to pass blame on the BIA yes they have credibility issues but so do we.

    6. As the Nation now has had to verify the true nature of the problem that is before us in hiring a private corporations to survey the land, in the scope of this, in purview should have been done first not after the fact. Just because we now know the depth of what we are looking at monetarily does not mean accountability is not required. If we do not get accountability then we have to take collusion was involved here and we cannot allow that to set the precedent. We don't get a do over here and take back our money and have buyers remorse. This is problematic.

  55. In short the chatter is positve but we are no where for the worse stuck in reverse. The impact as a whole has quashed any hopes and dreams for those who really count on this as a supplemental income and how and when will these extreme administrative policies have put us at a disadvantage will be corrected or forever hold our peace we will be in front and center back in the judicial system fighting for our rights when clearly there are laws that protect but of which also has been a detriment to the M.E. The private sector has the advantage when in fact we shoukd have the advantage and the BIA who is working for us is doing the complete opposite go figure? I feel discriminated. But mostly I am disconcerted about how there was no timeline when the gross negligence once again is going to stop. We are in this perpetual cycle and nothing is being solved? I do appreciate everyone's efforts but enough is enough.
The wind farm article I found extremely exonerated the truth is coming out about these boondoggles all after the fact now that we have a farm on our land. Its all about redistribution of funding of which leave it up to the windfarms companies to support their blind agenda. Stay away from Indian Country. All you have to do is the math and who is getting suckered or shafted and that is you and me. The truth always prevails or numbers always tell the truth people lie, just like how Americans were sold a bill of goods with the ACA and now it falling fast and the millions that is lost because the American people were sold a bill of goods that was doomed because all ponzi schemes come to an end. Nothing is free in life.
Btw. What are the answers they have been outlined in many discussions on this site and the OSA blog? It is in my opinion that funding just besides thru grants is a start but as I have noted above the Osage Nation also has a obligation to their people as well and this is a investment that will see profits. Not like the Bluestem Ranch.

    1. What I'm surprised by it the lack of action by the Shareholders after both of the lawsuits that Drummond brought failed in Federal court. The BIA knee jerked a reaction with that EIS that brought a percentage of the production to a halt and new business went down the drain as well. I think they are starting up with the EIS again and again it will wreak havoc because it conforms with the rules and regs on other public lands that is controlled by the BLM which is a convenience for the BIA and a violation of the fiduciary Trust relationship that the legal heads at the DOI and those at the BIA refuse to govern by and have for some time. Why is it that as soon as the Osages begin to make real and substantial Headright money, the government figures out a way to take it away? I submit that it was a violation of the fiduciary trust relationship on the part of the Bureau owed to the Shareholders in acting to organize a vote of the Shareholders well in advance of the final HPP lawsuit settlement agreement. The Headright owners should have voted on agreeing to have the Minerals Council represent them in this lawsuit after the final agreement was ironed out and put forward publicly and not a second before.

    2. BTW, when the BIA sprang the new EIS on the producers, the MC and the Osage Shareholders like a farmer with a burlap sack trying to nab a chicken, they claimed that they had been working on these changes for sometime. Not that anyone should think much of the reckless incompetence of the EPA after the Gold King Mine catastophe

    3. I concur. Not all shareholders are comprised of our situation if they had been this blog would be lit up like and LED light. And thats no accident or surprise. Silence in this case is not golden and it does not help we have a biased news paper and or the M.C fails to understand that transparency and accountability is long over due. And you stated why did the shareholders did not get a vote in the passing of the EIS is beyond me. I have been open about starting a non-profit fact based checking for the over all support for the Osage and read between the lines of truth. And or get the truth out to the Shareholder's how inaction is affecting our overall Royalties. It is up to us to see the future and as I see it IMHO, where is the risk management? We are talking about a multi-billion dollar Estate here.
What is perplexing is why are we paying a gross production Tax and I brought this up a while back No other State charges other Tribes. American Indians are not to be taxed and my bet if we sit down with Governor Fallen she would probably agree. We just need to sit at the table and have this conversation. Other than collect a severance tax but this is Indian Land bought and paid for. By the Osage. But for sure one thing has to happened and we need to see the forest for the trees the M.E has been harmed once again, when will the compensation begin without having to go to court again, but for sure we can predict dire change needs ot happen and when will the dirt be cleaned up and how long do we have to wait. Time is costing us and is not in our favor thats for sure.

    4. GPT was an agreement sometime in the 1940's to get one of several extensions of the Mineral Rights reserved to the Osage Tribe prior to the final extension in perpetuity in the 1978 Act to amend the 1938 Act to amend the 1906 Allotment Act. You try and renege on this deal ironed out decades ago, you also pull the plug on the Mineral Rights in perpetuity. No Indian giving on this one not unless you want those mineral rights to revert back to whoever the Federal Court says they will belong to. Life didn't just begin to happen when you made and graced us with your appearance on planet earth. Please do try and remember that and while you're at it, learn to do a little research on the 1906 Allotment Act and its amendments.

      http://www.osagenation-nsn.gov/who-we-are/minerals-council
Check out the section titled "Something to think about…" By 2nd Chairwoman Kathryn Red Corn
      Questions:

Does she want the mineral rights returned to her personally because she is still a landowner in Osage County?

Is she completely ignorant of this all important agreement that gave the GPTs to the State in order to get the Mineral Rights extended to the Osage Tribe in the 1940's?

Does she think no one knows what went on back then in order to even get that agreement as part of and the reason for that particular extension of the reservation of the Mineral Rights given to the Osage Tribe from the United States Congress?

      OR WHAT?

    6. As in any agreement they can be changed this was a levey that has nothing to do with the 1906 act as ameneded. We were forced in other words. 50% was to go to roads and 50% was to go to public schools. This is Royalty money of which the State is not entitled to. Time to go to the SOI and get our money back period.
