    1. Donations are in total are $199,500? That's a huge chunk of change going out where and to whom? Shannon Edwards is asking for this total number of donations on a budget justification. Good idea. If tourism is $98,000 and $85,000 for the American Legion Post. There has got to be more than this if these two individual budgets calls for almost all of it. Political contributions mentioned as an example.

    5. Shannon Edwards said 18,000 to 19,000 members. She should take the time to read the Osage News. It's 19,000 plus another 1,000 or more in 2014. We're 20,000 in membership in county and across the country. The thing to keep in mind is that as of 2010 the City of Aurora, Colorado had a poplulation of 325,078 and is the 56th most populated city in the USA. This city does not float IN TOTAL PER CAPITA the offices, departments, divisions, agencies, boards, commissions, services, programs, study groups, communities, centers, posts, works, branches, task forces, academies and so on and so forth per year as does the Osage Nation government. Now something is horribly wrong here when these numbers are this entirely totally out of whack.

  2. Kugee was very smartly dressed today in Session. Good to see him doing the Nation's business while looking like a professional instead of a field hand. No offense to field hands intended. The professional people he interacts with would take him more seriously if he dressed and looked the part of a member of the Osage Nation Congress all the time instead of part time. Golfing clothes and sweats and jeans and what all else are unacceptable to the Osage people who deserve respect from the members of our Osage Congress. They are definitely paid well enough to dress well while conducting the business of the Osage people.

    1. $209,000 for IT? Woah! Circuit 180 bites per month? Other budgets have long distance service that come into IT. Sharepoint package discussion. Internet and intranet possibilities plus professional fees in sharepoint and CRN. Need to subcontract help. Working to stop access to facebook of employees during work time for social media and is open partially. Bandwith is the problem so only business essential services are taking place. Occupancy including rent and space cost $9,200 different and weren't charged before $17,400 insurance for equipment. Travel $$$ small. 18 employees. Two separate budgets for IT and a third listed on the agenda? WTH are they charging rent for after the Osage people have paid millions upon millions for the new campus buildings? I thought they we're being built so we could save rent on the various divisions, departments ettc., of the Osage Nation. Are you kidding? We own these buildings don't we? This is crazy!

    3. Recycle equipment yearly for machines that aren't quite up to snuff. Planned obsolescence is the order of the day with Internet Technology. Operating systems are pushed forward and have to get the latest product to keep up with what is going on and is expensive using the latest technology. Kugee shows his hard copy file and gets a laugh all around.

    1. Wow..I guess this is a hint. You just have to take a look and notice almost everyone in our Gov is overweight. .simple fix, change something in your diet like red meat or soda and watch what happens. Women need red meat for the Iron intake most of my servings is no bigger than my fist in anything I eat..Behavior will change after 3 weeks. Takes 3 weeks or 21 days to formulate good eating habits. 20 mins cardio ,the rest with weights. Dumb bells, kettle balls..core exercise ball. For women 5 pd dumbbells to start with..40 mins a day for three weeks. I worked out everyother day it worked for me..Diet I use the Atkins and protein shakes..so simple and you will not feel hungry..funny thing will happen, your taste buds start to want to eat healthy. In other words after three weeks, even your bowel movements will change. Cut back on butter and dressing and cooking if you can with less veg oil and cook fresh with olive oil..I eat fruit. Atkins says not to in the beginning of the diet..lost 14 pounds in two weeks...veggies meat protein shakes and fruit and nuts..get that metabolism moving..you must eat..this is what my diet consists of. Eggs bacon fruit...mid day a shake, lunch a salad with chicken..yes I had a little cheese and cucumber and tomato on my salad..mid say snack nuts and dinner meat and veggies..I am a fifty two year old Osage women in the best health ever..though I have Highblood pressure, genetic and have to take a pill...thats all I take..oh and you can have a beer or two with this diet...still lost the weight. 100% whey protein..I order mine on line thru GNC. Chocolate and strawberry is the best..vanilla is fun cuz I mix juice and fruit sometimes for just a change up..one more thing, if anything you take from this is probiotics..take them they work..that flat stomach is achieved by weight training not running...drink lots of water. .most people walk around in a dehydrated state..I also drink amino acids. Grape, and strawberry lemonade flavors are my tastes. I drink two a day..with just one scoop...two scoops is overwhelming for me..though I can't stop the gray hair lol or my blood pressure, I can be proactive..and so can you..hope this helps..

    2. Thank you! These are terrific suggestions. One of my favorites is a whole block of frozen spinach or other green frozen vegetable in the microwave with two pats of butter and eat the whole thing before you eat anything else for dinner. A small potato or regular serving of rice and baked chicken breast in tin foil with spices to taste. No snacking between meals and get to bed by 9:00 p.m. I also am a fan of popcorn at lunch with no butter or anything else on it at noon and again at 3:00 p.m. I drank a breakfast drink, protein drink will substitute as well and they have some really tasty ones out there including the GNC brand you recommend. Coupled with exercise daily, I lost 10 lbs in one month on this diet and probiotics are good too in live culture yogurt or bottled probiotics powder that you keep in the fridge and add to water or juice. This diet can be used every other day but you have to be careful not to load up on calories on the odd days or you may wind up gaining weight or not lose any weight at all.

  7. Session went well with one of the bills sent back to committee that was to be voted on today. Again, tunnel vision on spending with Buffalohead, this time, carrying on about Hominy not getting the money spent on it as Pawhuska and Greyhorse. This general area has had more spending, $21,000,000, more than any other for less Osage members than Pawhuska. This is turning into a child's game of competition between the three geogaphical areas surrounding the villages with only one or two members of Congress advocating for the rest of the membership outside of these areas and their needs and wants, yet these members of Congress with tunnel villages vision won't hesitate to ask for our votes come election time. Such requests are unjustified and really audaciously unfair until they begin to exhibit a universal legislative spending policy of funding benefitting all members of the Osage Nation.

    1. Brillant idea from Speaker Whitehorn to create a board candidate pool of qualified Osages to serve to submit to the Chief when new board members are to be nominated due to a vacancy. Very good idea to be advertized and under the umbrellla of the Congress to raise awareness of the Gaming Enterprise Board with the public. How many times can Mark Simms be shuffled around? Right? Advertise these board appointments from the Congress side as the Executive is alleged to be too narrow, non-inclusive and political about these appointments.

    7. Financing plan with business loan agreement is so complicated Congress needs to hire an attorney to review Appendix B of the plan of operation of the gaming operation. Trey Gill says that it's too complicated for him to review and advise the Congress on? Now comes RJ to say we need to go ahead and approve the plan with a waiver of sovereign immunity? Don't move the ball forward until you understand what you are agreeing to ahead of time. A step in deciding if they should approve it. Loan costs money to put together but we shouldn't go there if the terms and conditions of the loan are not understood by the Congress before they approve this Appendix B.

    9. When 100s of thousands of dollars in the loan amount they need to have Congressional side legal advice not from the Executive side or the Boards attorney on this matter. Don't side step the responsibility for balance of power protections for the Osage people's money on a loan that is huge and is about $400,000 in size. Don't you think about going there until you are completely satisfied from a legal standpoint that this loan and its terms and conditions are absolutely in the best interest of the Osage people and the Osage Nation government. Hiring your own attorney is the only thing you can do and is the responsible thing to do before you vote to approve Appendix B of the gaming plan of operation for this year. This is a no brainer.

    3. The Osage Nation Foundation has been since 2005, but it doesn't legally exist. The laws of the Osage Nation do not provide for the formation or governance of corporations. This "non-profit corporation" was formed before the Osage Nation came into existence when its constitution was ratified in March 2006. Why would the Osage Nation fund a non-governmental entity, and especially one which isn't organized in compliance with Osage Nation law?

How long has this entity been around making no money and with their hand out year after year? Have only $25K in the bank when they were originally given seed money for what $100K? Just an outrage here again. This one is Standing Bear's baby when he was still in the Congress. Been awarded a grant from the state of OK? For what and why? Now strapped for cash when they went right out and the Board authorized the purchase of a building instead of using the money to do the work for which they were created. Add $10,000 to the budget for professional fees by Ron Shaw? BUH!!!!!!!!!!!!!!!!!!!!!

    8. To the poster at 11:34 AM. I'll concede that the Osage Nation Foundation was created by legislative act, but the act has no basis in law. Before a corporation can be formed, a code under which corporations are governed must first be enacted. To this day, Title 4 of the Osage Nation Code only provides for Limited Liability Companies. Title 4 Chapter 1 for Corporations is "[Reserved]" and until this section exists no corporations can be formed or operated under the laws of the Osage Nation. Given that the Osage Nation Foundation is not organized under a different jurisdiction either, it does not legally exist.

The laws have been disregarded when it comes to the Osage Nation Foundation, and the Osage LLC board has consistently failed to abide by the them even when chastised to do so (i.e., relocate its offices onto land under ON jurisdiction). OLLC also failed to abide by the terms of its operating agreement. What gives anyone a reason to believe that the same board members will abide by the laws and operating agreement for TED LLC? People like to blame Leese, but according to the operating agreement he lacked authority and all important acts required a majority vote of the board in the affirmative. Those most responsible are not being held accountable, and until that changes you can expect more of the same.

I’m looking for a job and I’m thinking of applying for a position on the Osage Nation web site….again The main problem I’m concerned about is that I’m not related to anyone important in the Osage government. I understand that it isn’t what you know but who you know in order work for the Osage Nation. It seems that nepotism is fierce and favoritism supercedes experience.

    I’ve applied to other positions within the Osage government in the past of which I was qualified with the proper education and experience but the positions always went to a close relative of an elected member or a bureaucrat of the Osage government. The people that were hired either quit or were fired within a few months for some reason or another.

    But if by some chance I get hired will I get 40 hours a week? Will I qualify for a retirement plan? Do I have any job security or a grievance procedure if my supervisor decides that his or her relative needs a job and decides to fire me so that relative can have my job? Should I even bother applying for an Osage Nation job?

  32. New bills today include for a new Greyhorse Community Center and funding for the disabled. When are these demented people going to come up with ways to save money and not find new ways to spend when they don't even have the projected income to fund these things? We really are going to have to consider filing complaints with the AG against these members of Congress who sponsor and co-sponsor this legislation. They are forcing us to take action to protect the financial integrity of the Osage Nation government. If there is an investigation pending on these people for spending what they don't have available during the upcoming election, if they run, we can flag, tag and target them to not be reelected as a result of an ongoing investigation of all the profligate spending they undertake to put forward when they have no funds left to spend by law.

      As I have been saying since 2007 the ONG is a bureaucracy merely for the sake of bureaucracy. It is system that consumes everything to perpetually grow larger and more complicated each year. There is no concern for the people - the only goal is to spend revenue on behalf of the government. --------
      The “Osage Nation” is a piece of paper, a document that allows those in control of the purse strings to spend revenue on what they and they alone deem important. There will never be a per-cap; the ONG cannot allow money to be given to the Osage people. All the spending is a clever way of denying a per-cap. Instead of a per-cap, the ONG invents “programs” that the politicians use to redirect the money away from the people and toward the bureaucracy. -------- The politicians get to attach their name to a particular program (a bill…aka ONCA) so that they can say “Hey, look at the awesome thing I did for the young and elderly! See what I did for the Osage people?” But these programs are tailor made for a select few. Whether the programs work or not is irrelevant. What matters is that money goes to the government and not to the Osage people in general. -------- Another thing that must be understood is that the ONG considers casino revenue to be the sole property of the government. The casino revenue does not belong to “We the People” but rather the government itself. The “Osage Nation” owns the casinos – not the Osage people. This mentality was argued (and is still argued to this day) about the HPP lawsuit. -------- Wilson Pipestem argued day after day that the HPP monies belong to the “Osage Nation” instead of the Shareholders. As far as the Minerals Estate is concerned, the ONG believes that it owns the estate as well. Just ask Congressman Raymond Recorn and councilwoman Kathryn Redcorn about who owns the estate. And remember Congressman Raymond wants to tax the ME…for the sake of the bureaucracy of course. -------- I know its aggravating to see all the waste, fraud, and abuse. The Osage people were sold a bill of goods that they would benefit greatly from “the right to vote” and to “speak their mind to control their destiny”. It was all lies…nothing but lies to wrest control from the Shareholders. The Shareholders were lied to and duped into believing that the Osages will no longer exist if we don’t change governments and we will lose everything including the ME. Kathryn Redcorn told that story to me back in 2006. Interesting how she and her family has benefited from the new government isn’t it? -------- While it is a good thing to keep an eye on the ONG and it’s politicians we must keep in mind that the bureaucrats are not concerned about your views or opinions. It’s all about power and control and a means to artificially elevate certain “important” Osages above others. The ONG will eventually implode when the casino revenue dries up. This is why the ONG makes claim to the ME to prop up a failed government to keep the bureaucracy alive. The Osage people will starve but the government and its bureaucrats will survive. That’s the game plan folks…but wait until the Feds come in and wipe out the Indian governments once and for all…

    2. At the rate they're going now, the Feds won't need to wipe them out. They're doing a superb job of self-destruction all by themselves. I don't know why the U.S. Congress puts up with this fraud of an Osage government and what they surely must know by now is going on toward the Osage people by the systematic destruction of gaming and other revenue through profligate spending and disastrous business decisions as well as continuing to allow these government Osages to take the advice of disreputable chancers and cheats at every turn without stepping in to stop it.

    2. I listened in and in the section on the amendments, it sounded like there was a freeze on salaries for fy 2016 on ONCA 15-82 and 15-83 when these bills are enacted. Then for ONCA 15-87 and yet on ONCA 15-85 and 15-87 there was a freeze on salaries tied to fy 2015. These were Shannon Edward's amendments. If for 2015, these will expire after September 30, 2015 when the the fiscal year ends won't they and these two last bills won't have a freeze for 2016? This is confusing to say the least. Can anyone please provide a clarification?

    1. They are grappling with the salary increases and reevaluations or readjustments and increase in job duties with salaries increased as a result. Congress does not understand the differences but the amount of increases is unprecented. AP Chief said 75% received pay increases? Members of Congress seem dumbfounded at this figure and are trying to understand what he said.

He always flips out and gets radical. This is a valid and appropriate question and yet he continues threats to sue. They promised last year as to the salary evaluation no more raises but want to retain the privilege to raise salaries at will because they are the Executive Branch and don't have to live by the justifcations and promises made from the previous year? To hold them to that is a violation of the separation of powers? WTH kind of a manipultion is that? Ridiculous argument from a ridiculous man.

Up and up and up and up and up year after year after year with these salaries going higher every year BUT WE DON'T BENEFIT. These salary increases are supposed to be out of HR by law and the AP Chief wants a commendation for those who give raises outside of HR and break the law? You have him on tape! If the Congress is putting up with this kind of thing from the Executive they should shut down this Branch of government until the Judicial Branch can go through these budget salaries with a fine tooth comb and suspend all operations until an audit can be made as soon as possible with these budgets for FY 2016. Time for a Q and A time for each one of our Congressional members and or lets put a test to them to see how much do they really know about our Constitution and what it means to uphold the law...JRE was a fine example of how poorly he ran the Executive Office..see a trend here my brother and sister Osages..I do..a vote to the People of the Osage Nation should happen immediately to end the entitlement under the color of authority. In my book is called greed. The more money we make the bigger Government becomes, I say a Per-Cap is necessary.

The first segment is missing from the roster. The earlier segment is where APC Raymond Redcorn is caught red handed promoting those who have broken the law as to those salary increases outside of HR mentioned in an earlier comment.
