    2. Judging from the questions coming up from other websites, it seems as if there are some concerns that Fletcher II will now be holding up the Cobell payment to the Osages. Wilson Pipestem seems to be concerned about the purpose and what the lawsuit is expected to accomplish. Others, including Jim Gray are concerned going in about Amanda not stepping away from this lawsuit if is she is elected to become the AP Chief. All good concerns and questions. Since Amanda does not post here, perhaps you can weigh in on these questions and concerns, Galen. Thank you.

    3. That's about right for Amanda to quit that lawsuit. How many lawyers have we had over the years in there that always seem to be absent from their duties to the Osage people and not at work in Congress where they should be? I get damn sick and tired of being last on the list with these legal types. She want's my vote, she'll have to give her notice to Fletcher and Pratt before the election takes place in June if she makes the cut in the primary.

    5. Muskogee (Creek) The National Council failed in a July 18, 2007 hearing to show why they should not be held in contempt of our previous order of Feb. 20, 2006, the latest ruling states.

      The order said the court is considering options in reprimanding the National Council’s attorney, Geoffrey Standing Bear.

      “Mr. Standing Bear’s advice, or lack thereof, to the National Council with regard to whether it was violating this court’s order is astonishing,”

      Seems he is not the outstanding lawyer he reports!!!.Maybe some of his campaign statements are somewhat less than the full story..

Joseph W Boulanger is actually 1/8 Osage. His father was Pierre Boulanger and his mother was Adeline Montardy. He married Sarah Ann Cronk 11 Feb 1873 at the St. Paul Osage Mission in Neosho, Kansas.

  3. Feb.19,2014 11:50 AM Concerns that Fletcher II will now be holding up the Cobell payment to the Osages. The BIA in Albuquerque told me that non-Indians wouldn't be getting any monies, and quoted the 1700 list. I was checking my 11-11-2013 pay off predictions for the Osage about that time.. But what we have here, now is a vote getting or loosing "PLOY".

    1. The only ones who will be getting Cobell money are those who have had an IIM account at any time during a specified beginning date through to an ending date. If you are Osage, receive a Headright check but have no IIM account you won't be getting any Cobell proceeds of the law settlement. Those who qualify for IIM accounts are Indians (Individual Indian Money).

    3. The judgment was against a company she co-owned - since dissolved. The problem was a client that stiffed both companies - hers and the sub. Ever been stiffed by a customer? It happens. It's why businesses incorporate. It doesn't mean that Gray did anything wrong personally.

    My opinion is, and most likely will not mean a thing. Headrights should go back to the families, to many were beaten out of theirs. That is plain as you can get, and no way should that family or families have to pay for what is theirs.. Remember this Minerals Council, and don't vote them back in. What is happening is bad. Many of our people will be sick. You plan to use shareholders monies to do this, it goes back to the shareholder

  14. i will vote for whoever promises to get rid of Mary Mashuckashey out of the Tax Commission. She stole/ embezzled $75,000. that we know of and only paid back $3000. Why does she still have a job? No degree, embezzler, big salary = stupid. Who will get rid of her gets my vote. there are smarter, better Osage workers around and they can take her place. She does not deserve that job. Gray let her stay on the condition she pay it all back and she did not pay it back, Johnny let her stay because she is his relative. She has no shame. Will Margo let her keep her job? Will GSB let her keep her job? Will Boone let her keep her job. if they let her keep her job, then they are just as guilty of embezzling.

    1. Yes. Purge those Ma"shuck and jive"asheys right out of the Osage government. I'm under the impression that it was Jim Gray that forgave her having to pay back that debt. He had no right to do that and is just just as guilty of embezzling as she is. Though you get a song and dance about a statute of limitations, there is no such thing where criminal matters of this kind are concerned and its right in the Osage Code. "One case at a time" Jones, the Osage AG, should have had her up on charges and Jim Gray too long ago for what she did and what he did to let her off the hook. Take the Gray family off the table if you want anything to improve in the Osage government. What has happened to that WIC investigation? Time is slipping away on this one and it needs to come out very soon. Where is the Osage News on this case? Asleep at the computer?

    2. Can any candidate answer this question: "Will you keep the present Tax Commissioner in her position if elected?" Will one candidate answer that question here please? She won't resign, she has no shame in taking money she has not earned or does not deserve. Will the Osage News ask that question please of the candidates?
      As far as the WIC investigation goes it was poor management and not embezzlement. She provided WIC services to over income Osages like Libby Gray etc. There were Osages making money way over the income guidelines and still received the food vouchers set aside for poverty level clients. She said she was ordered by Executive to give these food vouchers to over income Osages. In other words, she was told by the Executive branch to violate Federal law. She won't be prosecuted. Only her employees were made to suffer at the hands of that bully Brian Herbert who brow beat them and yelled at them and tried to make them cry with his storm trooper tactics that he calls investigation protocol. The AG should be ashamed of himself for allowing a man to treat those woman that way. They barely earn above minimum wage and Brian Herbert gets his rocks off brow beating them over a decision made by their past director.

That's where it begins and that's where it ends. The fraud occurred when the form was filled out with the false income information. It's just endless with you guys. Passing the blame to everyone except the ones who should be blamed and punished. The ones who should be prosecuted are the ones who took the vouchers when they knew that their income level was too high to qualify to receive them. Throw her under the bus too for sure but punish the liars and frauds who falsely filled out the application forms. At this point, to make an example of these people can only improve the situation. No consequences = no change in behavior. When is this ever going to get through to anyone running things around there?

Regardless of this behavior why has the Feds not investigated, though the money was paid back does not mean fraud has not occurred? Two wrongs do not make a right. This women needs to be removed from her dutie and placed somewhere else and made to pay back the Nation if she renigs she is terminated period.

HIGHEST ALERT FOR OUT OF STATE AND OUT OF OSAGE COUNTY OSAGE NATION MEMBERS--I have reviewed the campaign literature of Terry Mason Moore and she is OPENLY for districting by school or zip code and a voter registration that takes a year because you have to live in that district for an entire year before you even register to vote. This sounds like she is trying to cut all of us members out of the herd who don't live in the three villages robbing us of our current Constitutional rights to vote. Since she does not clarify where these districts are to be located, take her off the table immediately as a possible candidate for Assistant Principal Chief. This is always the first step. The next step is to purge all Osages who live outside of the "designated" districts. This government was created to include all of us, not to exclude us. That's how it was sold and that's the way it's going to be as long as those of us Osage Nation members draw breath and are able to continue to fight to see that it stays that way. If you value your right to vote and the privilege of your right to register to vote in Osage elections no matter where you live, tell Terry Mason Moore where to get off on your absentee ballot or in the ballot box on Primary election day on Monday, March 10. If she makes it past that point, continue to send her on her way on Election Day, Monday June 2, 2014. The BIA is now reported to have been saying that the Osage Nation can choose to have one man one vote on Mineral Council shares so this could one day come to mean that you can't vote your shares if you don't live in the villages districts. Protect your own interests and do the right thing for yourself and your children in the future and don't vote for anyone, who in any way, appears to want to rob you of your vote or your membership in the Osage Nation.

    2. Just reading your first few lines has me very concerned especially when a lot of us have leased land and so forth back home. Some of us have a lot of business there and I find that this is unfounded call of which we need to see the model and this needs to end here and now. Terry Mason Moore will not get my vote period if this is the case. Segregation is not the answer and tnis NATION WAS FOUNDED on all inclusion. To give everyone a vote. So put it to vote among the voters and in addition put on the table a vote to not to vote for her if tnis is the case. Talk about discrimination, will there be law suits you better believe it.   18. I don't know if any of you know about assimilation, but I believe that by the loss of our land base will cause the abolishment of the treaties and Acts. That means those head rights. The tribal government with the minerals council have been paid off by the State of Ok., and the Osage Congress and Chief have paid off employees of the BIA. The Osage people have been lied to and the tribal government is guilty of fraud. Once all the monies are put into the foundation and we are incorporated into Okla. it is too late to do anything about it. And believe me all three running for Chief are involved.

  20. **WARNING* ONCA0014-10 by Standing Bear and Moore proposes spending $3.3M that is about $11,000 for each registered voter in the Fairfax on the children and elderly. There are only about 13 children in the headstart and how many elderly do they plan to serve? How much is planned for the children and elderly of California and Texas that have a much higher number of Osages than Fairfax. The idea of equality seems to be missing somewhere here. It won't be long if you get Standing Bear as Chief that you will need to live in Osage County to benefit in any way for being Osage.**WARNING**

    2. Good post 10:19 AM. I'm glad that someone sees the disparity and total lack of fairness inherent in the behavior of these two this early on before the election in June. Standing Bear hasn't started up with a bill yet for the new "Cultural" Center to duplicate the one we already have that he intends to build according to his campaign literature. Keep your eyes peeled for this freeload for those who live in Pawhuska. If the ON Congress doesn't get something off of the ground for all of us at the upcoming session at the end of March it will be nothing more than the usual lip service to everyone they travel to "visit" during the campaign. When they arrive in your area, keep their feet to the fire and confront them about the horribly unfair way they indulge themselves with the Osage people's money that belongs to all of us and don't share it. Don't be fooled by how gracious they appear to be in person.. Your vote is all they care about. They'll talk about you, tell everyone else they talk to about how you don't get it and how easy you are to fool and laugh all the way to the bank. They will always have an excuse to spend the money on themselves or find one. That's been the pattern for the last seven years and many of them have business interests outside of the Osage Nation that motivate them to keep the money in the local area in Osage County. It's not rude to expect a politician to fairly represent those whom he/she has or will come to represent and it's very wrong to stand down, stay quiet and say nothing about it.

After looking into the Wells Fargo Bank advice put forward by Kugee Supernaw here on the Osage Blog, a bank account with them is NOT available for campaign purposes in Colorado, unless you file business paperwork with the Colorado Secretary of State. This is also true with Bank of the West in Colorado as well. If you are from Colorado and planning to run for office in the ON Congressional election and you don't want to go to all that bother and expense, there are three banks that will accept out of state customers in Oklahoma where you can open a bank account for campaign purposes as per the requirements of the Osage Nation Election Rules:

    1. Notice says he may be sick and won't know for a while. Meanwhile he's going to run anyway. What this says to me is that he may have to drop out as a candidate or as a member of Council if he gets elected at some point if it turns out he can't serve. I don't know about this. We have enough problems going in just trying to get a good job done out of the ones who get elected and the hires they have put in to work on the shareholders trusts are appalling and these are decisions that the office manager is fully and completely responsible for. That may sound harsh, but McClain's the one who's placing us in this position and that's not really fair of him to do so. My sympathies lie with the Shareholders who have been jacked around back and forth since the Const. government took over. He'll go with the new CFRs and on and on anyway. He's already in the mode of making excuses all the time just like Abbott, Yates and Crum. We don't need another one like them. The real players have left or are leaving and the ones who have been found to come back in look like flakes. This is the legacy of these three and we don't need more of the same. It will probably take many years to repair the damage done as it is, if ever. If Galen Crum runs for Congress, he'll be in an even stronger position to get this new CFR agenda put through to overwhelm the Minerals Estate with it. Look how many people were held accountable when we lost federal reservation status. Nothing whatsoever happened to those reckless irresponsible jerks with their greed driven agenda who began the ruination of everything the Osages have had since the 1906 Act took effect. They never even had the good form and grace to apologize to the shareholders and the Osage people for what they did. As far as I'm concerned, Cynthia can call them every bad word she can think of and still it won't be nearly enough to scratch the surface. Gray goes around acting like the grand old man of Osage Politics. The current wife gives online lectures and the whole thing coming from the two of them is utterly revolting and insufferable. If this were Iraq the two of them would have been found hiding in a hole in the ground and you know the rest.

He has done more to keep the the stakeholders in the first comprised and his actions speaks in volumes. We need leaders to sit on the council and he would make a great candidate. And if I were you, as a stakeholder in the first, e-mail tell this guy where to go and pound sand. You didn't get this information from the council you got it from Ray McClain. We have every right to develope our M/E as we see fit and any and all agreements signed by those who developed their homes on our M/E signed a right of way agreement. The 1906 act is not a back door agreement that allows for interpretation other than clearly what it says. No loopholes to be had. This land is our land. We bought and paid for it. Unless the State of Ok wants to lose it's gross production tax...of which they really do not have entitlement? And is the true reservation of the Osage the M/E. The homeowners in my book if they go against the contract they signed then they renig per agreement can move or be removed? At of which what are the consequences if a landowner does renig on said agreement? Non the less, who else other than hearing about Mrs. Kravitz biting at the bits every chance she gets is someone who needs to be replaced asap. My health is returning after being on meds for a month. Think of the Shareholders first and yourselves as candidates last. If there is even a small chance that you can't serve the term, don't run. If you have to step down that means that the new Osage Nation administration will be in a position to appoint someone who sees things the way they do and will do things the way they want them done and that's the last thing we need as shareholders.

    If you have noticed Cynthia Boone in a snit lately, it is because the Mineral Council Trust Secretary that SHE RECOMMENDED for the job, refused to take a surprise drug test that Cynthia herself suggested to the office manager several weeks before in hopes of catching Dena. The other two women working in the office passed the test. This highly recommended employee (by Cynthia) ran out the door yelling she was sick. Wouldn’t even come back into the office to get her purse and car keys, and had to pound on the window to have someone bring them to her. I guess she figured if she came back in the office they were going to jump her and make her pee. A little extra bonus. This employee that Ms. Boone said could do no wrong, well when they were cleaning out her desk, they found well over 50 Trusts shoved way in the back of a drawer, that were supposed to be finished. Some of these Trusts were dated over a year ago. Nice going Ms. Boone, we look forward to your next recommendation!

If StandingBear and iPad Ray win this election it's because they put together this ersatz Primary Election that requires filing to run during the Xmas season which tilts the playing field in their favor as legislators to seek higher office. StandingBear has been lusting after being Chief since the days when he was involved with that TU law professor who helped come up with that National Council in the '90's when he was elected Assistant Chief that Tillman and the 30th Council sent to its timely death. He has been after laying plans for this scheme of his to be Chief for many years. As predictions go, I believe that there will be no end to the money he will spend and the litigation he will get us involved in to the detriment of the Mineral Estate in the end. If there isn't a new Osage trust with an entirely different set of shareholders by the end of the next four years it will surprise me greatly. Certainly if he is reelected in the subsequent four years. Mark these words today because they will be true someday in the future just as if they were written in stone. If they aren't proven to be true, it will only be so because he will have failed but it will not be for lack of trying.

    1. It is reported that the MC is firing employees.
      Councilman Galen Crum had initiated a telephone poll to approve terminating the Council’s Trust Secretary Ciaradon Carpenter for cause. The specific charges were not made public. The vote was 6 yes and 2 no, with Boone and Whitehorn dissenting.
      I hope she gets a good lawyer that will take the case of wrongful termination for a contingency and sues the BIA and each yes voter personally. I doubt they have any kind of immunity.

Not only did she not take the drug test but ran out of the office to avoid it and didn't come back Secondly, anywhere that I have worked have had random drug test as a company policy including civil service jobs and you had one hour to test or you were fired if you refused.Companies have for years have you do a drug test before you are even hired. Let us not forget that random drug test are a safety issue. How would you like to be working with someone that unknown to you was spaced out on something? I can guarantee you that the Teamsters back drug testing and so does every other Union that I know of, so that won't help. You can test me anytime I have nothing to hide !!

    In years pass it is my understanding that the Shareholders elected their own Chief which I believe is a fair and honorable thing for the Shareholders to do, but they by whatever means have gave that post up. The Non -Osage Shareholders didn't get a chance or was even ask to vote to keep a Chief. So this way the Non-Osage Shareholders and or Non-Indian Shareholders including some True Osages that feel left out this will give them a voice, your wishes.
    You may ask is this a shadow government of the Osage Nation Mineral Council, yes and no. Definitely not a paying post,others can apply, dead line April 1st. 2014, sign up on Non-OsageShareholders.com or go ahead and vote if your on there ,4000 votes out there somewhere. I do believe we can straighten that Mineral Council out and make our HeadRight worth more every three months. How, its like a Country Club Golf Social.     2. BIG NOT! No one can be in a position to directly influence Osages politics in an official Osage government but Osages themselves. This has been the BIA regulation from the very beginning and that policy is over a hundred years old. If you don't like what the Osage government is doing then the best policy is to get in touch with the Secretary of the Interior first and then contact the Indian Committees of the U.S. Congress if you don't receive a satisfactory response from the Secretary. The fiduciary relationship of the United States of America exists with and is owed to the Osage Tribe/Nation tracking back to the Cherokee Deed for the purchase of the Osage Reservation in 1883 and the Mineral Estate Trust created in 1906 by the Allotment Act is for the benefit of the individual Osages, period. It does not, nor has it ever protected non-Osage entities, non-Indians or Indians of another Tribal community.

If all that went away when the new Osage Nation government was formed, then the mineral rights, tied to the Cherokee Deed for the purchase of the Osage reservation, have gone away too. ON Constitution supports the 1906 Allotment Act as amended in Article XV, Section 2 and Section 4. The Cherokee Deed is on display at the Cultural Center in the Annette Gore Library above one of the bookshelves.

    7. The Cherokee Deed is just a souvenir. The 1906 Act divided the land and reserved the minerals. The Osage Nation really has no jurisdiction over the mineral estate and entries in the ON Constitution are not really allowed by the bill that allowed the Nation to be formed and can make no changes to the headright that existed at that time. The DOI should step in and write a new CFR for the Mineral Estate.

    8. The minerals can't be reserved without ownership and the Cherokee Deed to the reservation property is what the mineral rights are tied to directly. Ask a lawyer about real estate law and title to properties in fee simple. The BIA IS a division of the DOI. Next time, know what you are writing about before you comment with such misinformation.

  55. More FOS from the Osage Congress... they raised the minimum wage to $11.50 and said that this was competitive for the area. It's another lie. The biggest Indian employer in Oklahoma is the Cherokee and they've just raised their minimum wage to $9.50!!!!!!!!     1. Who pushed this through? Time for the OSAGE CONSTITUTIONAL CONVENTION. We the people of the Osage want on a ballot for support of a Per-Cap from the Casinos. If this initiative is not supported will petition by mailers. All I have to do is petiton the shareholders. Then we take it to an Administration level and the due process begins. We are fully aware of the cost of living in your area really is and thus far we are aware their are huge inefficiencies with in depts. throughout the Nation as well. Not just do we need a New Congress, we need people who just understands what a moral compass is? Like I said for every dollar spent match it for their people The Osage and put it in a revolving acct. Then at the end of the year that would be their Turkey dinner voucher. Everyone should be included and I'm really seeing discrimnation here and the polls are very swayed. This is not good.

At the last Friday MC meeting, Mrs. Phillips gave a short presentation on the relevance of Chief James Bigheart in his efforts to secure the mineral rights for the Osage people, there-by bringing great wealth to the Osage which is enjoyed still today. She then, on behalf of the Bigheart Statue Foundation, asked the MC to consider a donation to the fund to build a statue of James Bigheart at the museum. The MC said they would discuss it in the following Wednesday meeting. She also had a conversation with a producer she knows and asked if his company would consider a donation. He said that if the MC approved a donation then he would present the request to his board. In the following Wednesday MC meeting Cynthia Boone said that " The producer was very upset and felt accosted by Mrs. Phillips" by her request of consideration of a donation. The producer has since been asked about this and said it never happened and that if he had an issue he would have brought it to the attention of the entire MC and not to just one person. This is yet another example of the lengths that Mrs. Boone will go to make false statements when she thinks she will not be caught in a lie. This time she was challenged by Galen Crum and when she denied it. Galen said it was all on the MC audio recording. This is also documented in the Osage-You-Need-To-Know post about the MC meeting. I hope the people in California read this blog and are getting an idea of what goes on here in Pawhuska and vote accordingly. Surely this is not the kind of representative they would want representing them!

It's funny how you can justify what others do and say while you are overlooking the truth. As far as the statue, if it weren't for the efforts and ground work by James Bigheart there would be no minerals estate or need for a MC and that my friend IS relevant ! If you don't think so ask the many Osage citizens that get a quarterly headright check and the MC that has $1,000,000 a year of oil money in their budget to say nothing about the salaries they draw.     4. James Bigheart's biggest contribution to the 1906 act was to get the right mixed blood people to serve. Leahy, Trumbly and a adopted Sioux John Palmer, wrote the act and did all the interface with the U. S. Government to get the bill passed and the allotment of the reservation. The motivation was to shut out the man named Foster who had an agreement through the agency develop all of the Osage reservation after a well had been discovered. The decedents don't face the reality of how little Bigheart actually did..

    6. Oh my, you have soooooooo much hate and jealously in your heart, you are to be pitied. You give James Bigheart full credit for getting the right people to put the Act together, then you say he did very little. You leave out the part where he spent nearly 10 years fighting with the Federal Government to stop statehood until the Osages were taken care of, and was beaten nearly to death for his efforts. Then, because of the beating, he signed the final documents of the 1906 Act from his sick bed, from which he never got up, and then died 2 years later, just months before he would have received his first headright payment as authorized by his 1906 Act. A statue is the least we could do. We should be building a monument to this man.

    7. Hate? Envy? Let's not forget the fact that he got filthy rich in the process. You can fictionalize if you want to but the facts speak for themselves. He actually had a stroke in March of 1906 when he was in Washington D.C., not in a sick bed located somewhere in the Osage Reservation. The best way to honor a man is to tell the truth about what he did when he was alive. If you're looking for a handout, you can now go to the Osage Foundation that makes contributions for such things. The Osage Museum also has a budget for statue funding as well. 'One exhibit' Kathryn Redcorn probably won't be there when you come in the Museum door because she's taking that 2229 exhibit back to St. Louis for another round of fist pumps and high fives. Don't expect to see any mixed bloods in the exhibit if you head over there. They will probably be edited out. The Minerals Council is the last place to go because it is supposed to handle Minerals business, not creative or artistic ventures of this kind. Trying to bully them into making a contribution for this statue borders on the despicable.

Comstock a graduate of the first Law School at Drake University in Iowa. John Palmer and A.W. had a ranch together , later the Bert Colby place near Ponca City in the west edge of Osage County. They , John Palmer and A.W. Comstock were also Law partners in 1908, along with a Mr. Hudson. A.W's specialize in Corporate Law at Drake, you see that in the shareholders don't you.. In our family we use to have this oval shaped oak table , that A.W. used with the Chiefs, Attorneys probably Agency Superintendent too. This was over the Old Osage Mercantile store believe on Ki He Kah. So, if I may add A.W.'s name to that list of mixed bloods. Thank you, Homer

While blogging about Attorneys, and their furnishing, at that same Law office above the Osage Mercantile in the rough and tumble days of the early 1900's, they couldn't take out their aggression on a blog, some used pistols,one of the many stories told us while growing up in Pawhuska. This shooting took place right a the entrance the stairs going up to my GreatGrand Father A.W. Comstocks Law office. Some bystanders that had witness the shooting, grabbed up the wounded man and went straight up to A.W. office, wherefor A.W. yelled out he needs a Doctor not a Lawyer. So the guys laid him on this entrance foyer couch which absorbed a lot of blood, couch was later recycled down to Hominy to a happy taker. Moral of this story get your Professionals in the right order , this one Doctor first the Lawyer second, the same in Blogging . A.C.Homer

      As you and Goeffrey Standingbear are about to find out. The Osage Nation will loose to the State of Oklahoma as the taxes dispute assured the loss of reservation status under the Gray administration. The placing of state property in Indian Trust Status for the Casino operation is debatable and is only allowed by the BIA not tested in the US Court or by US Congress.
